Wisconsin police can attach GPS to cars in order to controll movements of everybody, even of people who are not suspects, without any search warrants.
The use of GPS tracking is being justified as a tool in investigating criminal behavior and an effective means of protecting public safety.

Early supplies of H1N1 vaccine to go into production immediately, before WHO decides if virus is pandemic.
The government today signed contracts to secure up to 90m doses of swine flu vaccine by December.
It said the pharmaceutical companies GlaxoSmithKline (GSK) and Baxter will start producing the H1N1 vaccine almost immediately without waiting to discover whether the World Health Organisation declares that the swine flu outbreak has reached pandemic proportions.

May 13 (Bloomberg) — The World Health Organization is investigating a claim by an Australian researcher that the swine flu virus circling the globe may have been created as a result of human error.
Adrian Gibbs, 75, who collaborated on research that led to the development of Roche Holding AG’s Tamiflu drug, said in an interview that he intends to publish a report suggesting the new strain may have accidentally evolved in eggs scientists use to grow viruses and drugmakers use to make vaccines. Gibbs said he came to his conclusion as part of an effort to trace the virus’s origins by analyzing its genetic blueprint.

Concerned that the U.S. was on the verge of a devastating epidemic, President Gerald Ford ordered a nationwide vaccination program at a cost of $135 million (some $500 million in today’s money). Within weeks, reports surfaced of people developing Guillain-Barré syndrome, a paralyzing nerve disease that can be caused by the vaccine. By April, more than 30 people had died of the condition. Facing protests, federal officials abruptly canceled the program on Dec. 16. The epidemic failed to materialize.

(IsraelNN.com) United States President Barack Obama has announced the establishment of “Jewish-American Heritage Month,” to honor former and present Jewish citizens of the U.S. The announcement declared the month of May, 2009 a time to “commemorate the proud heritage of Jewish Americans.”
In a formal statement, Obama said, “Jewish Americans have immeasurably enriched our Nation. Unyielding in the face of hardship and tenacious in following their dreams, Jewish Americans have surmounted the challenges that every new immigrant group faces, and have made unparalleled contributions.”

France 24 Every year hundreds of illegal immigrants sell their land, mortgage their homes and jump aboard a lorry to fulfil their dream of living in the United Kingdom. FRANCE 24 met some of them at a camp in the French port city of Dunkirk.
In the northern French port city of Dunkirk, dozens of men and teenage boys gleefully rush out of their small tents and wooden boxes to collect some of the food and clothing brought to them by local aid workers on Wednesday.
More than 100 illegal immigrants, mainly Afghans, Iranians, Iraqi Kurds and Vietnamese, have set up illegal settlements in dunes and so-called “jungles” surrounding the port, where cargo ships leave for Dover, UK.
Many of them sold their land, mortgaged their homes and jumped aboard a lorry to travel thousands of miles away from their homes to fulfil their dreams in the United Kingdom.

CENEI, ROMANIA — For centuries — from the Hapsburg Empire through Communist dictatorship — peasant farmers here have eked a living from hogs, driving horses along ancient pocked roads and whispering ritual prayers on butchering day.
Old customs and jobs are dying and the air itself is changing, however, transformed by an American newcomer, Smithfield Foods. Almost unnoticed by the rest of the Continent, the agribusiness giant has moved into Eastern Europe with the force of a factory engine, assembling networks of farms, breeding pigs on the fast track, and slaughtering them for every bit of meat and muscle that can be squeezed into a sausage.
The upheaval in the hog farm belts of Poland and Romania, the two largest E.U. members in Eastern Europe, ranks among the Continent’s biggest agricultural transformations.
It also offers a window on how a Fortune 500 company based in Virginia operates in far-flung outposts. Smithfield has a joint venture in a Mexican hog farm located near where United Nations scientists are investigating a potential link between pigs and the new strain of influenza in humans. With the exact origins of the virus still in doubt, Smithfield emphasizes that the disease has struck none of its hogs or employees.
But Smithfield’s global approach is clear; its chairman, Joseph Luter III, has described it as moving in a “very, very big way, very, very fast.” In less than five years, Smithfield enlisted politicians in Poland and Romania, tapped into hefty European Union farm subsidies and fended off local opposition groups to create a conglomerate of feed mills, slaughterhouses and climate-controlled barns housing thousands of hogs.
It moved with such speed that sometimes it failed to secure environmental permits or inform the authorities about pig deaths — lapses that emerged after swine fever swept through three Romanian hog compounds in 2007, two of which were operating without permits. Some 67,000 hogs died or were destroyed, with infected and healthy pigs shot to stanch the spread.
In the United States, Smithfield says it has been a boon to consumers. Pork prices dropped by about one-fifth between 1970 and 2004, according to the U.S. Department of Agriculture, suggesting annual savings of about $29 per consumer.
In Eastern Europe, as in American farm states where Smithfield developed its business strategy, the question is whether the savings are worth the considerable costs. The company says it is “sensitive to our neighbors’ concerns” and that complaints are often from disgruntled residents left behind.
But Robert Wallace, a visiting professor of geography at the University of Minnesota says Smithfield’s global rise is part of a broader “livestock revolution that has created cities of pigs and chickens” in poorer nations with weaker regulations. “The price tag goes up for small farmers.”
In Romania, the number of hog farmers has declined 90 percent — to 52,100 in 2007 from 477,030 in 2003 — according to European Union statistics, with ex-farmers, overwhelmed by Smithfield’s lower prices, often emigrating or shifting to construction. In their place, the company employs or contracts with about 900 people and buys grain from about 100 farmers.

The first time was 23 years ago, and he was bound for worldwide notoriety, accused of being the unfathomably cruel “Ivan the Terrible of Treblinka,” one of the Holocaust’s most infamous sadists. He was convicted and sentenced to death in Israel, before new evidence won him a reprieve and eventually a trip back to the United States and the return of his stripped citizenship.
But the wheels of justice began to grind again, and the whole process has repeated itself step by step. Monday night, a frailer Mr. Demjanjuk, now 89 and once again stateless, boarded a special medically equipped airplane, this time bound for Germany, federal officials said, where he is accused of being an accessory in the murder of 29,000 Jews while working as a guard at the Sobibor death camp in eastern Poland.

The Somali pirates attacking shipping in the Gulf of Aden and Indian Ocean are directed to their targets by a “consultant” team in London, according to a European military intelligence document obtained by a Spanish radio station.
The document, obtained by Cadena SER radio, says the team and the pirates remain in contact by satellite telephone.
It says that pirate groups have “well-placed informers” in London who are in regular contact with control centres in Somalia where decisions on which vessels to attack are made. These London-based “consultants” help the pirates select targets, providing information on the ships’ cargoes and courses.
In at least one case the pirates have remained in contact with their London informants from the hijacked ship, according to one targeted shipping company.

Ireland needs to bring its politics closer to Brussels.
Amid the slow death of the Czech Republic’s presidency of the EU, the Czech senate’s approval yesterday (6 May) of the Lisbon treaty has moved the EU one step closer to a dénouement of its long-running political drama over institutional reform. Now only the signature of Václav Klaus, the Czech president, is necessary to complete ratification of the treaty in one of the three Lisbon-resistant member states. The notoriously Eurosceptic Klaus will no doubt use every legal and political instrument at his disposal to defer signing the treaty, which he claims threatens national sovereignty. But, like Poland’s similarly Eurosceptic President Lech Kaczyński, he will have no political excuse for delay if the Irish people at last approve the treaty in the referendum that is expected in October.
An Irish rejection in this second vote – following the ‘No’ vote last June – would spell the death of the Lisbon treaty. It would also prevent, for the foreseeable future, any further efforts at comprehensive reform of the EU’s institutions.
The stakes in the Irish referendum are high. Much higher than recognised by careless politicians who claim that a second Irish rejection of the treaty would merely mean the end of the current relationship that Ireland enjoys with the EU. That view ignores the impact of a second Irish rejection on the presidents of Poland and the Czech Republic, looking for any reason to put down the pens that they are reluctantly holding over the foot of the document.

As the Pope arrives in Israel on Monday, the activists will be at the Jerusalem Magistrates Court, filing a criminal complaint in which the Pope tops the list of defendants.
The criminal complaint details a record of treasures and possessions that belong to the Jewish People that are allegedly being held in the Vatican in Rome. Among the treasures claimed are vessels plundered from the Temple by the Romans under the command of then-general Titus, including the seven-branched golden Menorah.
The complainants write in the complaint that “The vessels were plundered and Titus who burned the Temple, took them to Rome.”
